Our Project

In 2023 Western Land Reclamation will begin the rehabilitation of the disused Brooklyn Landfill at 159 Bunting Road, Brooklyn. Minimising the project's impact on the environment and maintaining a good relationship with the community is our priority.

This project will not only greatly improve the land for future use, but will also reclaim valuable resources for recycling including metals, concrete and brick to be used as road base.

Removal

Material stockpiled above the approved EPA level will be removed and placed in the remaining licensed cells on the site.

We will recycle and repurpose stockpiled material wherever possible to reduce the project’s environmental impact.

Once stockpiled material is removed we will refill landfill cells and rehabilitate the land for its future use.

History of the Brooklyn Landfill

1995

EPA Licence Issued

Brooklyn Landfill began to operate under Licence No. 11972 accepting solid inert waste, tyre pieces, asbestos of domestic origin and category C contaminated soils.

2018

Epa Licensed Suspended

The Brooklyn landfill became disused and no longer accepted waste at this time.

2023

Redevelopment Project Commenced

Western Land Reclamation has begun the process to rehabilitate the land so that it can be redeveloped for commercial use.

All asbestos and contaminated soils were placed below the EPA approved contours and will not be disturbed, re-mined or recycled.

Recyclable Materials

Metal Recycling

All metals extracted will be passed onto associated 3rd party metal recyclers who will recycle 100% of the metals for re-use.

Timber Recycling

All timber extracted will be recycled into mulch for landscaping and biomass fuel for boilers.

Construction & Demolition

All construction and demolition materials such as rock, concrete and brick extracted will be recycled into VicRoads approved road base materials for re-use in civil construction.

Our Solution

We understand that there may be concerns around dust, odour, litter and asbestos during our rehabilitation of the Brooklyn Landfill. To minimise these impacts we've developed comprehensive solutions.

Dust & Air Emissions

A number of measures will be taken to minimise dust including water spraying, work suspensions and covering of equipment.

  • Water will be frequently and consistently sprayed onto roads and stockpiled materials to minimise airborne dust due to wind or vehicle movement.
  • The resource recovery area will be limited to 652m2.
  • Vehicles will not be overloaded with waste to reduce dispersion.
  • Work will be suspended if weather conditions are adverse and likely to contribute to dust and air emissions.
  • Sealed roads will be regularly swept to minimise mud tracking which can turn to dust.
  • Measures will be taken to minimise dust from sorting equipment such as placement of covers on key machinery.
  • Daily inspections to assess and address potential sources of dust.
  • Dust will be closely monitored using several monitor types.
  • DustTrak dataloggers will operate 24/7 to alert staff of excessive dust in real time so that they can take remedial measures.

Odour

We will frequently monitor the spread of odour from the site and use all measures available to minimise it.

  • When needed the site will be sprayed by a water tanker containing a natural odour eliminator.
  • A portable deodoriser unit will be used.
  • Works will be cancelled if weather conditions such as strong northerly winds are at risk of transporting odours offsite.
  • A daily odour inspection will be carried out downwind from key locations during high-risk works.

Litter

A number of precautions will be taken to eliminate the spread of litter from our site, including perimeter fencing and frequent litter collection.

  • Perimeter fencing will be installed to prevent wind from blowing litter offsite.
  • Portable litter nets will be moved to high-risk areas when necessary.
  • Litter collection personnel will be employed to remove windblown litter from perimeter fencing.
  • Works will be cancelled during high-risk weather where litter may be blown offsite.
  • Daily visual assessments will be undertaken to identify and remove any windblown litter.

Asbestos

It’s very unlikely that we will encounter asbestos during site rehabilitation but we have devised a number of measures to further minimise this low risk.

  • All Western Land Reclamation employees will be trained in identification of asbestos-containing materials (ACMs).
  • Suspected asbestos will be managed in accordance with an Asbestos Management Procedure.
  • Visual assessments will be carried out frequently to identify asbestos fragments in waste.
  • Before waste removal works begin Western Land Reclamation will engage a qualified professional to prepare an asbestos air monitoring plan.

Stage One: 2023

Works begin to remove and recycle stockpiled waste
and rehabilitate the site.

Stage Two: 2028

Removal and recycling of stockpiled
material will be completed.

Stage Three: 2033

Rehabilitation of the site will be completed five years
after stockpiled waste is removed.

Frequently Asked Questions

Will there be smells or odours?

Excavation and removal of waste may cause odours but we have extensive measures in place to monitor these odours and reduce the risk of them moving offsite. If odours from the site are affecting you please contact us and we will remedy the problem. See our odour management plan for more detail.

Will the site be dusty?

Dust may be generated through removal of material and movement of vehicles. Dust will be consistently monitored at the site and several measures will be taken to reduce its spread. See our dust management plan for more detail.

Are there contaminants in the waste we should be worried about?

The main contaminant of concern is asbestos, however, records indicate that this will not be disturbed by our excavation. In the unlikely event that asbestos is concealed inside other waste we have prepared a comprehensive asbestos management plan and will implement numerous protection measures including air monitoring.
